Sukanya Samrudhi Khata Yojana BEST SCHEME FOR GIRLS

Introduction:

  • Minimum deposit in FY ₹ 250 / - Maximum deposit 1.5 lakh.
  • An account can be opened in the name of a girl till the age of 10 years.
  • Only one account can be opened in the name of the girl.
  • Accounts can be opened at post offices and authorized banks.
  • Withdrawals will be allowed for the purpose of higher education of the account holder to meet the cost of education.
  • The account can be closed prematurely in case of marriage after the girl reaches the age of 18 years.
  • Account can be transferred from one post office / bank in India to another post office.
  • The account will mature after the expiry of the period of 21 years from the date of opening the account.
  • Deposit is eligible for deduction under Sec.80-C of the IT Act.
  • Interest earned on account under section 10 of I.T.Act is exempt from income tax

  • Short title and commencement.- (1) These rules may be called Sukanya Samrudhi Khata Rules, 2014.

(1) They shall come into force from the date of their publication in the Official Gazette.

Definitions. - In these rules, unless reference is otherwise required, -



'Account' means an account opened by a depositor in accordance with the provisions of these rules;

‘Act’ means the Government Savings Banks Act, 1873 (5 out of 1873);

'Deposit' means money deposited in the account by the depositor under the rules;

'Depositor' means a person who - on behalf of a minor girl who is his or her guardian, deposits money in the account under the rules;

'Post Office' means any post office operating a Savings Bank in India and authorized to open an account under these rules;

'Bank' means any branch of a commercial bank authorized by the Central Government to open an account under these rules;

‘Year’ means the financial year i.e. 1st April to 31st March;

'Interest rate' means that the rate declared by the government on an annual basis will apply to the accounts opened under these rules;

The terms and expressions used herein and not defined but the meanings defined in the Post Office Savings Bank General Rules, 1981 will be assigned to them in those rules respectively.

Application of Post Office Savings Bank General Rules, 1981 and Post Office Savings Account Rules, 1981.


The provisions of the Post Office Savings Bank General Rules, 1981 and the Post Office Savings Account Rules, 1981 may apply to matters for which no provision has been made in these rules.


Opening an account.- (1) An account can be opened by a natural or legal guardian from the birth of a child up to the age of ten years and up to the age of any girl who received it. Ten years of age, one year prior to the commencement of these rules, will also be eligible to open an account under these rules.


(2) The depositor can open and operate only one account in the name of the girl under these rules.


(3) The birth certificate of a child in whose name the account has been opened shall be submitted by the guardian along with other documents related to the identity and proof of residence of the depositor at the time of opening the account at the post office or bank.


(4) The girl's natural or legal guardian will be allowed to open an account only for two girls:


However as the second birth after the birth of twin girls or if the first birth itself results in three girls the natural or legal guardian of the girl will be allowed to open a third account to the competent medical authorities where such twin or triple girls are born.


Deposits.- (1) An account can be opened with an initial deposit of one thousand rupees and then any amount can be deposited in multiples of one hundred rupees subject to this condition or at least one thousand rupees will be deposited in the financial year. But the total amount deposited in the account on a single occasion or on several occasions should not exceed one lakh and fifty thousand rupees in a financial year.


(2) The deposit in the account can be made till the completion of fourteen years from the date of opening the account.


(3) An irregular account where the minimum amount specified in sub-rule (1) has not been credited may be regularized on payment of penalty of Rs. At any time until the account completes fourteen years.


Method of Deposit.- 


(1) Can be credited to the account opened under these rules-

In cash; Or

By check drawn in favor of the postmaster of the concerned post office or the manager of the concerned bank or by the demand draft where the account is located and endorsed on the back of such instrument and signed by the depositor showing the name of the account holder. And the account number in which the deposit is to be deposited.

(2) Where a check or demand draft is deposited, the date of cashing the check or demand draft shall be the date of deposit in the account.


Interest on deposit.- 

(1) Interest at the rate notified by the Government, shall be credited to the annual compounding account till the completion of fourteen years in the account.

(2) In case the account holder opts for monthly interest, it will be calculated on the balance in the account in full thousands, which will be paid to the remaining account holder and the remaining amount will continue in fractions of one thousand. Get interest at the prevailing rate.


Account Management.- 

(1) An account shall be opened and maintained by a child's natural or legal guardian, as long as the account is opened in the child's name, attaining the age of ten years.

(2) After attaining the age of ten years, the account holder who is a child may operate the account himself, however, the deposit in the account may be made by the guardian or any other person or authority.


Premature closure of the account.- 

(1) In the event of death of the account holder, the account will be closed immediately on the production of the death certificate issued by the competent authority, and will be paid along with the balance in the account credit. Interest up to the month before the month of premature closure of the account, to the guardian of the account holder.

(2) Where the Central Government is satisfied that the account holder is having undue difficulty in operating or maintaining the account, it may allow pre-mature closure of the account only in cases, for reasons of record in writing. Extremely compassionate grounds such as medical assistance in fatal diseases, death, etc.


Pass Book.-

 (1) Upon opening the account, the depositor will be given a passbook containing the date of birth of the girl, date of opening of the account, account number, name and address of the account holder and the amount deposited. .

(2) The pass book shall be submitted to the post office or bank, i.e., at the time of depositing money in the account and receiving payment of interest and also at the time of final closing of the account at maturity.


Transfer of account.- Account can be transferred anywhere in India if the account is in the name of the girl then she moves to a place other than the city or area where the account is.


Withdrawals.- 

(1) Withdrawals up to the remaining fifty per cent in credit will be allowed at the end of the previous financial year to meet the financial needs of the account holder for the purpose of higher education and marriage.

(2) Withdrawals mentioned in sub-rule (1) will be allowed only when the account holder girl attains the age of eighteen years.


Closed on maturity.-

 (1) The account will mature after completion of twenty one years from the date of opening of the account:

If the account holder's marriage precedes a period of twenty-one years, the account will not be allowed to operate after the date of his marriage:


However, if the account is closed under the first provision, the account holder has to give an affidavit that she is not less than 18 years of age on the date of account closure.

ભારતમાં ઘટી રહેલા લિંગ અનુપાત દરેક વર્ગ માટે ચિંતાનો વિષય બની ચુક્યો છે. મહિલાઓનો અભ્યાસ, સ્વાસ્થ્ય અને અન્ય જરૂરિયાતો માટે સરકાર દ્વારા અનેક યોજનાઓ ચલાવવામાં આવી રહી છે. યુવતીઓના અભ્યાસને પ્રોત્સાહન આપવા માટે કેન્દ્ર સરકારે સુકન્યા સમૃદ્ધિ યોજનાની શરૂઆત કરી છે. 
 
સુકન્યા સમૃદ્ધિ યોજનાનો ઉદ્દેશ્ય પુત્રીઓના અભ્યાસ અને તેમના લગ્ન પર આવનારા ખર્ચને સહેલાઈથી પુરો કરવાનો છે. યોજના હેઠળ પુત્રીના અભ્યાસ અને લગ્ન માટે  પોસ્ટ ઓફિસ પાસે સુકન્યા સમૃદ્ધિ યોજના નુ એકાઉંટ ખોલાવી શકાય છે.  ટપાલ વિભાગના કોઈપણ પોસ્ટ ઓફિસમાં એકાઉંટ ખોલવા માટે સુવિદ્યા સેંટરમાં પણ જુદુ કાઉંટર ખુલશે. અહી જરૂરી ડોક્યુમેંટ્સ જમા કરાવ્યા પછી એકાઉંટ ખોલાવી શકાશે. 
 
આ છે યોજના 
 
- સુકન્યા સમૃદ્ધિ યોજના એકાઉંટમાં પુત્રીના નામથી એક વર્ષમાં 1 હજારથી લઈને 1 લાખ પચાસ હજાર રૂપિયા જમા કરાવી શકો છો. 
- આ પૈસા એકાઉંટ ખોલવાના 14 વર્ષ સુધી જ જમા કરાવવા પડશે અને આ ખાતુ પુત્રીના 21 વર્ષના થવા પર જ મેચ્યોર થશે. 
- યોજનાના નિયમો હેઠળ પુત્રી 18 વર્ષની થતા અડધો પૈસો કાઢી શકો છો. 
- 21 વર્ષ પછી એકાઉંટ બંધ થઈ જશે અને પૈસો પાલકને મળી જશે. 
- જો પુત્રીના 18થી 21 વર્ષની વચ્ચે લગ્ન થઈ જાય છે તો એકાઉંટ એ સમયે જ બંધ થઈ જશે. 
- એકાઉંટમાં જો પેમેંટ લેટ થયુ તો ફક્ત 50 રૂપિયાની પેનલ્ટી લગાવવામાં આવશે. 
- પોસ્ટ ઓફિસ ઉપરાંત અનેક સરકારી અને ખાનગી બેંક પણ આ યોજના હેઠળ ખાતુ ખોલી રહી છે. 
- સુકન્યા સમૃદ્ધિ યોજના હેઠળ ખાતા પર ઈંકમટેક્સ કાયદાની ધારા 80-જી હેઠળ છૂટ આપવામાં આવશે. 
- પાલક પોતાની બે પુત્રીઓ માટે બે એકાઉંટ પણ ખોલી શકે છે. 
- જોડિયા હોય તો તેનુ પ્રૂફ આપીને જ પાલક ત્રીજુ ખાતુ ખોલી શકશે. પાલક ખાતાને ક્યાય પણ ટ્રાંસફર કરાવી શકશે. 
 
યોજના હેઠળ 2015માં કોઈ વ્યક્તિ 1000 રૂપિયા મહિનાથી એકાઉંટ ખોલે છે તો તેને 14 વર્ષ સુધી મતલભ 2028 સુધી દર વર્ષે 12 હજાર  રૂપિયા નાખવા પડશે. વર્તમાન હિસાબથી દર વર્ષે 8.6 ટકા વ્યાજ મળતુ રહેશે તો જ્યારે બાળકી 21 વર્ષની થશે તો તેને  6,07,128 રૂપિયા મળશે. ઉલ્લેખનીય છેકે 14 વર્ષમાં પાલકના એકાઉંટમાં કુલ 1.68 લાખ રૂપિયા જમા કરવા પડે. બાકીના 4,39,128 રૂપિયા વ્યાજના છે.

(2) Upon maturity, the outstanding amount including interest due in the account shall be payable to the account holder on the production of the withdrawal slip along with the passbook.

(3) If the account is not closed in accordance with the provisions of sub-rule (1), interest shall be payable on the amount outstanding in the account till the account is finally closed as per the provisions of Rule 7.


Power to rest.- Where the Central Government is satisfied that the administration of any provision of these rules causes undue inconvenience to the account holder or account holder, it may, by order and for reasons of writing in writing, alleviate its requirements. Provision in a manner not inconsistent with the provisions of the Act.
